Education, Training and Practice.

2012 – date      |     Granted a Methadone Exemption to augment my practice in addiction and counseling medicine.

2007 – date     |     Appointed Executive Director of the Rural Co-ordination Centre of BC. The RCCbc covers six ‘Areas of Interest’:

  1. Education and Training.
  2. Recruitment and Retention.
  3. Specific Populations needs.
  4. Models of Health Service Delivery.
  5. Rural Health Services Evaluations and Quality Improvement.

RCCbc continues to grow rapidly with many interested and engaged physicians and other health professionals involved in a wide variety of health projects, primarily education related.

2005     |     My colleagues and I conceived, funded and developed RCCbc because of the need for a co-ordination body for rural healthcare, due to the disparate and different problems and solutions to training, practice and living in rural BC. It is very clear that there are numerous ‘silos’ of activity that require connection to function best.

2003- 2011     |     Inter-Professional Rural program of BC. Appointed one of three IRPbc sites to initiate the teaching of interprofessional U/G students from medicine, nursing, physiotherapy, and social work. This program has expanded and in 2010 Port McNeill hosted 15 Health Science students, as well as one FP resident. Disciplines have included medical laboratory, medical radiology, medicine, nursing, occupational therapy, nurse practitioner, midwifery, pharmacy, physical therapy and social work.

Educational Symposia were co-ordinated with these IRPbc placements for four years; held in Port McNeill, with speakers including the Minister of Health, the Dean of Medicine, the President of the BCMA and the students themselves.

2003      |     Full Service FP Interprofessional Training Program developed in collaboration with UBC and BC Academic Health Council, in Port McNeill and local Outreach clinics.

1979     |     Outreach clinics work commenced to eight remote clinics.

1974     |     Commenced practice in Port McNeill, B.C. in general practice including emergency medicine, obstetrics, surgery and general anaesthesia.

1973     |     Resident 3 position in Anaesthesia, Vancouver General Hospital, B.C.

1973     |     Diploma in Obstetrics, Auckland University, New Zealand.

During my time at the BCMA we were able to:

  • bring in ‘On-Call’ payments for rural physicians, thus making a very significant improvement to rural physician recruitment in BC; this rapidly spread to all hospital based physicians
  • persuade the government to withdraw the proration of physicians fees (an unfortunate and severe impediment to overall physician recruitment in BC);
  • began the Wait List – the public counting of those patients awaiting surgery and diagnostic care. This was the first time this had been done on a provincial level in Canada. This has now become a national endeavor.

The BCMA was the first to call upon Governments to settle Land Claims in order to improve First Nations health and the first to request UBC to make seats available for the study of Medicine to First Nations people – this was adopted by UBC and rapidly spread across other Universities in Canada.

I recommended the formation of the Council to the BCMA board. This was accepted by the Board and is now central to BCMA policy development.
